Hope Haven Complex Building

Jefferson Parish Department of Capital Projects

Marrero, LA

ECM performed site visits, comprehensive investigations, damage assessment and prepared report (DAR) for this heavily damaged and deteriorated building that is in severe condition of disrepair. The purpose of this assessment is to determine the viability and the effort to repair this 3-story historic building for use as recreational or other facility.

Phase 1 included site visit, field investigations for damage assessments, feasibility of repairs, repair options, order of magnitude cost estimates, planning, meeting with historical preservation experts to establish goals to preserve the historical feature of the building. ECM prepared a Damage Assessment Report with recommendations for repairs options.  Phase 1 of the project has been completed.

Phase 2 included testing of all structural members to determine their viability and replacing any members lacking structural integrity including main columns, beams, all flooring and ceiling joists. Phase 2 of the project has been completed.

Phase 3 involves the replacement of damaged and structurally deficient timber framing members such as joists, beams, girders and columns throughout the Hope Haven complex. This phase also includes full roof replacements for all buildings (A through D), with drainage systems being rerouted as necessary while preserving original architectural details with remove/salvage as much as Spanish tile roofing as possible. ECM’s scope of work also includes construction management and resident inspection services
