Kazem Alikhani is a licensed Professional Engineer in Louisiana and eight other states. He is a graduate of the University of New Orleans where he received his bachelor’s degree in mechanical engineering and master’s degree in engineering with a concentration in Hydraulic and Hydrology.
Kazem has over 45 years of experience in private and public sectors, including planning, design, and construction management. As CEO of ECM Consultants for the past 9 years, he serves as Project Manager for a wide range of infrastructure projects — overseeing staff, budgets, and timelines while collaborating closely with owners, consulting firms, and subconsultants to ensure high-quality, timely project delivery.
Kazem has spent 34 years of his career with the Jefferson Parish Department of Public Works, where he served as Director responsible for all public works functions. His leadership encompassed the management of nine public works departments, as well as the oversight of capital improvement project design and construction.
Kazem has received Excellence in Government Lifetime Achievement award from the Bureau of Government Research (BGR).
Outside of work, he enjoys spending time with his two sons, Matthew and John, family, traveling, and playing team volleyball with friends.
