ECM served as the Construction Quality Control Firm (CQCF) for this P3 design-build project to construct a new Mid-Level fixed span bridge that will span the Intracoastal Waterway on Louisiana Highway 23. The Judge Perez Bridge, also known as the Belle Chasse Bridge, is a vertical-lift bridge which carries northbound Louisiana Highway 23 over the Gulf Intracoastal Waterway between Belle Chasse and Terrytown. The bridge is paired with the Belle Chasse Tunnel which carries southbound LA 23. This $182 million project includes the demolition of the existing Perez Movable bridge and decommissioning of the Belle Chasse Tunnel. The new bridge is being constructed to current clearance standards for marine vessels as required by the US Coast Guard. This work includes pile driving, installing steel girders, installing prestressed concrete girders, on grade roadway including earthwork, subbase and base, drainage, utilities relocation, PCC pavement, Asphaltic Concrete pavement, concrete barrier railing, roadway lighting, MSE Wall construction and striping.
