Kim Martindale Garlington is a licensed Professional Civil Engineer in the State of Louisiana. She earned her BS in Civil Engineering from Louisiana State University in 1982. Kim began her career with LADOTD in the LTRC Research Center and later served as a Geotechnical Engineer in the Pavement and Geotechnical Design Section, where she developed extensive experience in foundation design, embankment construction, and materials testing.
She served as Administrator for the Pavement and Geotechnical Section from 2001–2009 before relocating to Central Louisiana, where she worked as a District Laboratory Engineer and later as a Project Engineer in Natchitoches. Kim retired from LADOTD in 2016 after 35 years of service.
A Life Member of ASCE, Kim previously served as President of both the Baton Rouge Branch and the Louisiana Section. In 2019, she joined ECM Consultants, contributing her expertise to the Barksdale Air Force Base Design-Build Project and currently serves as Construction Quality Control Manager for the Jimmie Davis Bridge Design-Build Project in Shreveport.
Kim resides on Nantachie Lake in Grant Parish with her husband, Rex. At home she, enjoys her time at the hunting club or party-barging on the Red River in the summer. She especially enjoys cruising with her sisters and does so several times a year. Kim enjoys her family (Son Wesley and her children of the heart, Ben, and Katherine) and is also a proud Grandmother/Great Grand Maw.
