ECM provided architectural, engineering, contract administration, and resident inspection services for this $7.3 million ARRA-funded interior and exterior renovations at Guste High Rise in support of HANO’s initiatives for the modernization and redevelopment of housing units and support facilities in New Orleans. Guste High Rise is a 12-story senior living facility.

The objective of the project was to bring Guste High Rise up to physical standards comparable with the conditions of the surrounding neighborhood and market-quality rental housing. In addition to architectural, structural, mechanical, and electrical engineering design, work also included conducting meetings with residents and community members, cost estimating, budget monitoring, construction administration, and resident inspection services.

Design, preparation of plans and specifications was done conforming to HUD standards and requirements. Contract Special Conditions included requirements for working in an occupied building and occupied units and requirements for coordination with residents and HANO staff. 

ECM completed the design of this project in a record forty-five (45) days, which was the ARRA- funding time constraint. ECM was awarded this T.O. because of our proven track record of completing fast track projects on time and within budget.
